2020 Vision: the employment year in prospect in Kazakhstan

Major changes are anticipated in employment law in Kazakhstan in 2020, with the introduction of a new centralised digital system to manage employment contracts and the legalisation of outsourced labour provision by agencies.

A number of significant changes to labour legislation are expected to be adopted in Kazakhstan in 2020. The agenda embraces the following issues:

  • The provision of personnel services by employment agencies will be legalised.
  • Entering into contracts and issuing internal regulatory documents in electronic form using electronic digital signatures will become legal and will be authorised in the workplace.
  • Digitalisation of the labour sphere. This will entail new rules and opportunities but also new obligations on the parties involved in employment, specifically, an obligation to register employment contracts and any amendments to, or termination of, employment contracts, in the Unified State Information System.

 

The Kazakhstan Parliament has been actively discussing the draft law dedicated to the above issues. Meanwhile, the Ministry of Labour and Employment of Population of the Republic of Kazakhstan is testing pilot projects on the introduction of information systems into the field of employment.
