Russia – New forms for migration reports and applications introduced

Organisations in Russia employing foreign nationals will need to use new forms for migration reports and applications from 9 September. This article provides details.

Frrom 9 September 2019, new forms of the migration reports and applications that need to be submitted by organisations employing foreign nationals will come to force.

The new forms were approved by an Order of the Ministry of Internal Affairs of the Russian Federation. The following obligatory reporting forms are being changed:

  • the quarterly notification on salary payment to foreign highly qualified foreign specialists;
  • notification of the conclusion or termination of an employment contract or service contract with a foreign national.

 

All reports submitted after 9 September should be prepared using the new forms. Failure to use the appropriate form for notifications may entail an administrative fine of up to RUB 1,000,000 or the administrative suspension of the organisation’s activity for up to 90 days.

A new form is also being introduced for applications to be submitted on the engagement of highly qualified foreign specialists.

Notifications and applications that are submitted before 9 September using the old form will be valid. It is not necessary to resubmit these forms.

We would also remind you that the Supreme Court of the Russian Federation has confirmed that timely submission of notifications using an incorrect form is a violation of the legal requirements and will lead to administrative liability.
